Title:
  Adding more tenants access to flavor with limited access causes
  already existing instance "size" in that tenant changes to "Not
  available" and shows "Error: Unable to retrieve instance size
  information"

Bug description:
  Running Icehouse in Ubuntu 14.04 tried on Centos 6.6 also

  Created a flavor "Flavor 1" with only "tenant A " having access to it
  and there are running instances created from that flavor.

  Added 2 more tenants to access "Flavor 1"

  All the running instances in tenant A shows "Error: Unable to retrieve instance size information"
  i can create new instances from that "flavor A" from "tenant A" but existing instances shows size as "Not available"

  Steps to reproduce:
  1.Create a flavor with access to only one tenant
  2.login as tenant user and create instances from that flavor
  3.login as admin and allow other tenants access to that flavor
  4.login as tenant user and go to instances in dashboard or do nova show instance-name

  Expected Result:
                   All tenants will have access to allowed flavors with out affecting any running instances .

  Actual Result:
  All instances already using that flavor is missing "size" and shows "Error: Unable to retrieve instance size information"
