  Policy file reloaded > 33,000 times during a gate run

Status in OpenStack Compute (Nova):
  Fix Released

Bug description:
  With the introduction of the policy.d support in Nova something has
  gone horribly wrong with the policy file caching in Nova. Now over the
  course of a gate run we end up reloading the policy file > 33,000
  times in nova-api. This is clearly a regression from the previous
  state.
