  A Port can't be created for a Network with no name

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Name is not a required field for a Network, but it *is* a required
  field for a Port.

  To reproduce:

  Under Admin dashboard:

  1) Create a Network without a name
  2) Click the Network's name field in the Networks table to view its details page
  3) Create a Port, the Network Name is a required field and will block creation
