  [Launch Instance Fix] Making table expand faster

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  Currently, the animation is too slow to show the details in the
  table's row. It looks like it to hard for the UI to do such a simple
  thing. We should make it faster and slick.
