  network topology has non-useful errors when server is in error state

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  When a server is in the error state, a new error message is posted on
  every page refresh which happens about every 10 seconds. The error
  only reports "No available console found." The message is not helpful
  and should be removed.
