Bug description:
  There is a blueprint for adding service type framework support to
  VPNaaS:

  https://blueprints.launchpad.net/neutron/+spec/vpn-service-types-
  integration

  There is a (currently abandoned, but needs to be rebased for Icehouse)
  review under:

  https://review.openstack.org/#/c/41827/

  To go along with the service changes, we need client side
  modifications to allow specification of provider.
