  Access and Security tab not responsive when there is a lot of VMs

Bug description:
  It's impossible to get in Access and Security tab at project page when there is 12k VMs in a project.
  Preliminary analyze shown that this is because Floating IP tab which parsing all the ports and VMs. If this tab will be disabled in templates Horizon works flawlessly.
