Title:
unittests should not require internet access

Status in OpenStack Identity (Keystone):
  Invalid

Bug description:
Once all the dependencies are installed the unit tests should not
require internet access. This is currently broken in
test/test_keystoneclient.py where different versions of the client are
  git cloned.

  http://git.openstack.org/cgit/openstack/keystone/tree/keystone/tests/test_keystoneclient.py#n33

Unit tests not needing internet access means they can be run offline,
  in isolated environments.

testing old versions of the client has a lot of benefit and is not a
keystone only issue, and hopefully we can find a standardized place to
do this kind of testing for all OpenStack projects that produce
  clients.
