  Can't update min ram and min disk of images in admin panel

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  Admin/Images/Edit panel can't update min ram and min disk fields.

  Yet, these two fields can be updated by Project/Images/Edit panel.

  It is quite confusing. If these two fields are not allowed in
  Admin/Images, they should be disabled at least.
