  allow nova rootwarp to search executable in /usr/local/bin

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  when using devstack some utils are in installed in  /usr/local/bin.
  I think we need to include /usr/local/bin in the search dir of the nova-rootwrap
