  Username is not at the top in the user_create_form

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  In the latest upstream identiy->Users->Create user
   
  The Top  field  for  user_create_form should be User Name*  ,

  but now it is Password
