  Nova libvirt-xen driver doesn't support neutron

Bug description:
  Per http://www.gossamer-threads.com/lists/xen/devel/374061  Xen Wiki Instructions are supposed to work only
  with legacy ( nova ) nova-networking . See http://wiki.xen.org/wiki/OpenStack_via_DevStack.
  In mean time it seems as a serious disadvantage. Limiting driver ability to work only with Ubuntu Juno and higher releases.
