I do not see the artifacts functional tests merged into the repository,
so marking this bug invalid as it does not affect any of the current
branches. Please add these  details as comment to the relevant  review.

Status in OpenStack Image Registry and Delivery Service (Glance):
  Invalid

Bug description:
  L402: 400 BadRequest may occur either because of 'depends_on' or
  because of 'depends_on_list' property.

  It is incorrect to imply that any one of them will always cause the
  error (see L404).
