  Instance details: switch between tabs is not possible anymore

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  Issue
  =====
  It's not possible anymore to switch between the tabs in the Instance details view.

  Steps to reproduce
  ==================

  * launch an instance
  * go to the details view of that instance
  * click on tab "console"

  Expected behavior
  =================

  The tab "console" opens

  Actual behavior
  ===============

  The tab "overview" is still in focus. The behavior is independent of
  the chosen tab. IOW, it's the same behavior when clicked on tabs "Log"
  or "Action Log".

  Firebug shows:
      "TypeError: horizon.conf.spinner_options is undefined"

  Horizon log:
      2015-05-28 15:54:55.100358 Not Found: /horizon/lib/bootstrap_datepicker/datepicker3.css
      2015-05-28 15:54:55.100930 Not Found: /horizon/lib/rickshaw.css

  Same behavior with browsers Firefox and Chrome
