  DescribeInstanceAttribute userData missing value xml element

Bug description:
  The nova ec2 compatibility api sends a response differing from ec2 for
  simple string value types such as userData and disableApiTermination.
  They are missing the wrapper <value> xml element. This does not effect
  complex responses such as groupSet and blockDeviceMapping
