[Bug 1464874] Re: no enough info on how to create V3 credentials

There is no enough info on how to create ec2 type V3 credentials,
OpenStack CLI help message just show that this we need positional
arguments user and blob, but no idea what the blob looks like. Since
there is a hard requirement that blob should be a json string and the
input must includes access attribute, we should provide more info on how
to create V3 credentails.
- And we aslo need some document somewhere in keystone side, how to create
- the ec2 type V3 credentials by the CLI, what's the valid input, and what
- the curl command looks like etc.
