  Delete device error when delete instance from nova firstly

Status in Tacker - OpenStack NFV VNF Manager:

Bug description:
  I create a device in Tacker and by using nova's driver. This device
  can not delete by tacker's command if I delete the instance from nova
  directly. It is necessary to catch exception in nova's driver. I fix
  it in https://review.openstack.org/#/c/189580/.
