  change check_child_processes_interval default value

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  check_child_processes_interval default is disable which cause
  following processes can't be respawn after it get killed:

  1. dnsmasq
  2. neutron-ns-metadata-proxy
  3. radvd in l3 agent

  this is more like a wishlist than a bug
