  rickshaw.css and datepicker3.css getting 404s

  Fix Released

Bug description:
  On many/most requests, rickshaw.css and datepicker3.css are trying to
  be fetched, but are not available (return a 404).

    /horizon/lib/bootstrap_datepicker/datepicker3.css
    /horizon/lib/rickshaw.css
