  MySQL related functional/fullstack jobs are always skipped

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  MySQL related functional and fullstack tests use mysql-python as DB
  driver (through MySQLOpportunisticTestCase) but neutron has moved to
  PyMySQL which implies MySQL related functional/fullstack tests fail to
  reach mysql db and are skipped.
