  Conntrack state cleanup is also done on fixed-ips

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  delete_conntrack_state has been added to neutron to clean up floating
  ips on port disassociate[1] but in practice delete_conntrack_state is
  always called when an ip is removed (even a fixed-ip)
