Title:
  IptablesManager._find_last_entry taking up majority of time to plug
  ports

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  During profiling of the OVS agent, I found that
  IptablesManager._find_last_entry is taking up roughly 40% of the time
  when plugging a large amount of ports.
