  destory a loadbalancer will not kill haproxy  process

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  when delete a loadbalancer, which provider is haproxy, config files
  and namespace were destroyed but haproxy process won't be killed, the
  reason is using  wrong pid file name to kill.
