  fip-linklocal-networks file not in .gitignore

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  A file called fip-linklocal-networks is being created in the neutron
  directory when I run the unit tests, this should be added to the
  .gitignore file so that it isn't accidentally commited into the tree.
