Title:
  TestOvsdbMonitor.test_killed_monitor_respawns hangs on clean
  environment

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  TestOvsdbMonitor.test_killed_monitor_respawns test waits for output of
  'ovsdb-client monitor Bridge' which doesn't produce any output if no
  bridge is present in ovsdb. The test itself doesn't create any bridge
  and relies on environment to have one.
