  OVS_LIB should support setting controller connection-mode

Status in OpenStack Neutron (virtual network service):

Bug description:
  OVS_LIB doesn't have an API to change the connection-mode of a controller (change it from the default in-band
  to out-of-band for example)

  This API can be helpfull for projects which are using an OpenFlow
  controller with OVS (For example stackforge/dragonflow)
