Title:
  Neutron-LB Health monitor association mismatch in horizon and CLI

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  When a new pool is created, all the health monitors that are available
  are shown in LB-Pool Information in Horizon Dashboard.

  But in CLI ,

  neutron lb-pool-show <pool-id>  shows no monitors associated to the newly created Pool.
  Please refer "LB_HM_default_assoc_UI" and "LB_HM_default_assoc_CLI".

  Using CLI ,  associate any health monitor to the Pool, correct information will be displayed in Horizon Dashboard and CLI.
  So only after creating new pool, Horizon Dashboard lists all the health monitors , which is wrong and this needs to be corrected.
