Title:
  a port has no security group but its 'port_security_enabled' is True

Status in OpenStack Neutron (virtual network service):
  Invalid

Bug description:
  with ml2 extension_drivers port_security, if a port's attribute
  port_security_enabled is True, this port must belongs to a
  security_group, but in bellow case, a port 'port_security_enabled' is
  True, and its 'security_groups' is empty,

  reproduce steps:
  1. create a port with  'port_security_enabled' Fasle
  2. update this port 'port_security_enabled ' to True
