Public bug reported:

When using the new domains support code, and you wish to disable this
feature (to not use domains in horizon), this creates a number is issues
for project admin users.   They suddenly  lose the ability to  manage
members, create projects, update_projects, modify quotas, delete
projects(s)

domain support patches need to have backwards compatibility with project
admin behavior in a non domain world.
