  Description of problem:
  Live resizing an instance is failed, although nova.conf is configured as      
  allow_migrate_to_same_host=true, allow_resize_to_same_host=true

  How reproducible:
  100%

  Steps to Reproduce:
  1. Set allow_migrate_to_same_host=true and allow_resize_to_same_host=true in nova.conf
  2. Restart nova services 
  3. Try to resize instance

  Actual results:
  Unable to resize instance
  Error from horizon: " Error: No valid host was found. No valid host found for resize (HTTP 400) "

  Expected results:
  The resize instance operation should succeed
