  misleading error when creating a group without specifying a domain

Status in Keystone:
  Invalid

Bug description:
  If you try to create a group, but do not include a domain name or id
  in the request, then keystone responds with a 401, making it look like
  you have an authentication problem.

  The correct answer in this case would be a 400 (bad request).
