  port update multiple fixed IPs anticipating allocation fails with mac
  address error

Bug description:
  A port update with multiple fixed IP specifications, one with a subnet
  ID and one with a fixed IP that conflicts with the address picked by
  the one specifying the subnet ID will result in a dbduplicate entry
  which is presented to the user as a mac address error.

  ~$ neutron port-update 7521786b-6c7f-4385-b5e1-fb9565552696 --fixed-ips type=dict {subnet_id=ca9dd2f0-cbaf-4997-9f59-dee9a39f6a7d,ip_address=42.42.42.42}
  Unable to complete operation for network 0897a051-bf56-43c1-9083-3ac38ffef84e. The mac address None is in use.
