Title:
  Generating allocation pools with ::/64 causes error

Status in neutron:
  Fix Released

Bug description:
  Calling generate_pools in ipam/utils.py when subnet['cidr']='::/64'
  raises the error:

  netaddr.core.AddrFormatError: bad address format

  IP version must be specified to prevent this.
