Title:
  Metadata agent can't override endpoint_url

Status in neutron:
  Fix Released

Bug description:
  The metadata agent has no ability to override which url neutron uses.
  It relies on neutron being in the keystone catalog.

  If neutron isn't in the catalog metadata agent will fail.

  Some deployments don't put the neutron endpoint into keystone and so
  they need to specify it in the config. Nova works this way to when
  talking to neutron.
