  port info retrieval scales linearly with number of ports on agent
  startup

Bug description:
  There are a couple of places where multiple ovs calls to get
  information are made for every port that is being plumbed on the agent
  startup. This leads to hundreds of calls just to startup the agent
  even when there are <30 ports.
