  nova periodic_task.periodic_task can be moved to oslo_service

Status in OpenStack Compute (nova):
  Invalid

Bug description:
  periodic_task.periodic_task is already put in oslo_service\periodic_task
  so the class in "openstack.commonperiodic_task.periodic_task " can be deleted  and use "oslo_service.periodic_task.periodicTasks"
