  The instance of Windows can't use 2 more cores

Status in OpenStack Compute (nova):

Bug description:
  Version: IceHouse
  Reproduce steps:

  1. running a windows instance and choose the flavor of m1.xlarge. 
  2. Enter the windows instance.

  Expected result:
  check the Task Manager, it should be 8 cpus in use.

  Actual result:
  check the Device Manager, there are 8 cpus. But check the Task Manager, there are only 2 cpus in use.
