  nova doesn't log to syslog

Bug description:
  nova.conf:

  use_syslog = True
  use_syslog_rfc_format = True
  syslog_log_facility = LOG_USER

  I can see logs in /var/logs/nova/nova* but it doesn't log to syslog.
