Public bug reported:

Currently phantomjs isn't available as a webdriver in Horizon's selenium
test runner. This prevents users under non-X11 environments from
reasonably running the selenium test suite, but also the phantomjs
runner is significantly faster than firefox and would be good to enable
just for that.

phantomjs is currently used by the karma command-line so it's there
anyway, we just need to configure it in.
