The "configuration reference"[1] has a short entry for that. But you
have to read carefully to see the connection to a cold migration.

  docs: admin guide doesn't mention SSH settings for migration/resize

Bug description:
  When doing a migration/resize to another host without having a shared
  storage, the compute nodes need SSH access to each other[1], which is
  not documented in the "admin guide" [2]. Right now one has to search
  for blogs which describe how to solve this [3]. I think this should
  either be documented in the OpenStack admin guide in the compute
  section or there could be a solution where the SSH access to another
  compute host is not necessary anymore.
