[Bug 1481911] [NEW] Identity Panel UI is not displayed. UI is broken.

Public bug reported:

Launch the latest devtsack .
login as admin and navigate to Identity Panel.
Observe that Identity panel does not not display UI. The data displayed looks like API data?
