[Bug 1483468] [NEW] new files added in horizon does not get installed

Public bug reported:

When there is a patch file adding python or html template, it does not
get installed on the generated rpm

In the log I found an interesting entry "[pbr] Reusing existing
SOURCES.txt"

I suspect an old SOURCES.txt is re-used, leaving out the new file added
by the patches.
