Moving to Horizon. Neutron SGs can be retrieved with ID or name like any
other resource, Horizon needs to boot VMs with SG ID, not name.

  Same name SecurityGroup could not work

Bug description:
  In icehouse, if two tenants create a security group with the same name
  respectively, then they could not create a vm in the dashboard using
  this security group, with the error says "Multiple security_group
  matches found for name 'test', use an ID to be more specific. (HTTP
  409) (Request-ID: req-ece4dd00-d1a0-4c38-9587-394fa29610da)".
