We are getting some issue with nova evacuate with neutron dvr
architecture.

When we execute nova evacuate command when thre is no ditribuited router
(qrouter)   in the  new compute node    l3 agent didn´t create a
specific distribuited router (qrouter) in the new compute node for the
evacuated vm´s  and the vm´s don´t get ip address.


When we evacuate and thre is specific qrouter the new vm don´t get IP address by dhcp, If you set an fiexd ip address it works. We tcp-dumped the traffic and seen the dhcp agent didn´t realized the migration and sent dhcp packages  to old compute node.

I didn´t get any error in openvswitch, l3, dhcp and nova logs files.
