ldap and ldappool packages are not mentioned in requirements.txt

Bug description:
The ldap backend driver depends on ldap and ldappool packages and wont
work unless the packages are explicitly installed.
How to reproduce
1) Create virtual env (mkvirtualenv keystone-ldap)
2) Check out git repo (git clone https://github.com/openstack/keystone -b stable/juno)
3) pip install -r requirements.txt
4)[GCC 4.6.3] on linux2
Type "help", "copyright", "credits" or "license" for more information.

Traceback (most recent call last):
File "<stdin>", line 1, in <module>
ImportError: No module named ldap
