When there are changes in the local config (/etc/keystone/keystone.conf) some tests fail.

For example,
keystone.tests.unit.test_backend_ldap.MultiLDAPandSQLIdentityDomainConfigsInSQL.test_update_user_enable_fails,
fails.

The tests should not be affected by the local config file.
