[Bug 1489592] [NEW] Restarting OVS agent on network node breaks networking

Public bug reported:

Set up a three node devstack (compute+network+controller) running DVR on OVS+VXLAN
configure:

external net --- router --- internal net ---- instance

ping continuously from instance to 8.8.8.8

restart ovs agent on network node
after restart:  ping to 8.8.8.8 halts.  instance can not ping dhcp server address of network

at this point restarting dhcp and/or L3 agent does not help re-establish communication
pretty much only way out is to restack the network node.
