  Horizon should provide default theme in '/static/themes/default'

  Fix Released

Bug description:
  In order to provide any backward compatibility for anyone who might
  have been inheriting the 'default' theme for use within their custom
  themes, Horizon should provide default theme in
  '/static/themes/default'.
