  neutron stable jobs are busted by alembic 0.8.1

  Fix Released

Bug description:
  neutron functional tests are broken [1] by new alembic 0.8.1 release
  because it now catches some differences between models and migration
  scripts that were not caught before (specifically, in foreign key
  attributes).
