  Remove vendor VIF_TYPE_* constants

Status in neutron:
  Fix Released

Bug description:
  Neutron defines in neutron.extensions.portbindings vendor VIF_TYPE_*
  constants BUT there are only used by currently or future out-of-tree
  code ... such constants should be moved to out-of-tree repos
